Pioneer Trail and Turnbull Road Improvements

Local Agency Participation (LAP) Project

CPC provided CEI services for intersection construction/improvements along Pioneer Trail and Turnbull Bay. The scope of work along Pioneer Trail included construction of two 12-foot lanes with 2-foot shoulder, guard rail and sidewalk. Work for Turnbull Bay Road included construction of two 18-foot lanes along with 5-foot shoulder and sidewalk. The project realigned a dangerous intersection. Also included were drainage structures, signage and guard rail installation. In addition, the scope included the excavation and construction of retention pond and utility relocation.

The project was jointly funded by Volusia County and the Florida Department of Transportation as a Local Agency Participation (LAP) project. QLH provided comprehensive construction engineering and inspection services that included pre-construction and monthly coordination meetings, monthly Quality Assurance Review meetings with FDOT, contract administration, inspection, material testing, LAP compliance and project close-out. The project was completed on time and under budget. All LAP data entry and compliance activities were deemed satisfactory by FDOT.
